Sure, that’s a common way to ship tings. Many products are shipped with silica crystals, which absorb moisture from the surrounding air. This is what the crystals are.

The springs are in the plastic bag so their “atmosphere” is just that little bit of air inside the bag. Then the crystals are put in there so they only have to absorb the moisture in the bag, making them more effective than if everything was just in a shipping box.

That silica is essentially the same thing used in some cat litter to boost absorbancy levels!

Some parts even come with pulverized rice in paper pouches that serve the same function. It prevents rust and corrosion during shipping.
That is why it works to put a cell phone, for example, in a zip-lock bag with some rice, when it gets wet.
